Community & Advocacy

CTIC builds and participates in coalitions that connect organizations working on digital access and skills across Carroll County, the central Maryland region, and the state. We facilitate partner convenings, embed our services within existing community organizations, and represent Carroll County's digital equity needs at regional and state tables.

Carroll Digital Equity Coalition

When Carroll County was awarded 5,000 Chromebooks for low-income households in 2023, CTIC helped distribute them alongside Carroll County Workforce Development, Carroll Community College, and a network of human service providers including recovery organizations, food pantries, and local churches. This collaboration led to the organic forming of the Carroll Digital Equity Coalition. Partners meet monthly to connect on digital skills training, grant opportunities, and community digital access needs.

Maryland Digital Equity Coalition

CTIC was a founding member of the Maryland Digital Equity Coalition in 2023 and has served on its steering committee since, helping direct state digital equity efforts and seed regional coalitions alongside the University of Maryland Extension, the Office of Statewide Broadband, and county offices and nonprofits across Maryland. CTIC helps organize the coalition's annual Summit, running for its third year in 2026 at Hood College in Frederick.

Central Maryland Digital Equity Coalition

In December 2025, CTIC joined the steering committee of the Central Maryland Digital Equity Coalition, comprised of Anne Arundel, Howard, Baltimore, and Carroll Counties. CTIC serves on the digital skills committee.
