Our Journey
The Carroll Technology and Innovation Council (CTIC) has been advancing technology access, education, and innovation in Carroll County since 2001. Created by the Carroll County Chamber of Commerce, CTIC became an independent nonprofit in 2004 under the name Carroll Technology Council. In 2020, the Council adopted its current name to reflect a growing focus on innovation alongside technology.
What We Do
CTIC connects business leaders, technologists, and innovators to share ideas, tackle challenges, and collaborate on opportunities. We build relationships and offer services to develop local expertise, align resources with individual and industry needs, and cultivate a tech-savvy and community-focused network.
We deliver programs that empower individuals to use technology to enhance their lives and careers. The Carroll Technology and Innovation Lab, with support of our members and partners, provides job seekers, veterans, older adults, and underserved populations with personalized coaching and credentialing opportunities, helping participants develop practical skills and confidence to navigate today’s digital world. Together, we strengthen the local workforce, nurture our community, and support individuals in applying technology to improve how they work and live.
Our work extends beyond Carroll County. Through collaborative efforts like the Carroll Digital Equity Coalition and the Maryland Digital Equity Coalition, we create pathways for innovation and growth across human services and community development initiatives.
Supporting Our Members
CTIC connects and creates spaces for developing ideas, sharing solutions, and collaborating across industries and roles. Through monthly meetings, roundtable discussions, workshops, and expert-led events, members engage with emerging technologies, tackle industry challenges, and exchange insights that drive local growth and sustain regional competitiveness.
We provide members with opportunities to build expertise and visibility by sharing knowledge, contributing to meaningful conversations, and connecting with professionals who share their goals. By linking members to local and state resources, workforce initiatives, and funding opportunities, we create actionable pathways to achieve success and amplify impact.

CTIC Executive Director, Contractor with Dell Technologies, champion of half-full mugs. Can be found sitting in her parked car talking to ChatGPT, hanging out with her horse Charlie, or trying to keep a sourdough starter alive.CTIC Program and Instruction Coordinator serving Carroll, Frederick, and Baltimore county. He holds a bachelor's degree from McDaniel College where he was also a part of the collegiate baseball team. Working with mainly older adults, Jack can be seen teaching digital skills at senior centers, libraries, or in the CTIC Innovation lab. When he's not teaching, Jack is an avid Baltimore baseball fan, Planet Fitness regular, and dog parent to an Australian Sheppard named Kaia.Digital Navigator and AmeriCorp Member. She promotes digital literacy throughout Carroll County by providing digital skills classes and individual training sessions. She is passionate about community building, and can be found at local restaurants, at the park with her family, or at home with a cup of tea and a good book.
