Strengthening Digital Inclusion Through Collaboration

CTIC plays a central role in building, supporting, and sustaining these coalitions at both the local and statewide levels, working with partners to expand access to technology, develop digital skills programming, and strengthen community infrastructure.

The Carroll Digital Equity Coalition
The Carroll Digital Equity Coalition (CDEC) emerged from a shared effort to distribute 5,000 Chromebooks to underserved Carroll County residents. This initiative brought together local organizations to address not only access to devices but also the digital skills gaps that prevented individuals from using technology effectively to reach personal, professional, and essential services.
Today, the CDEC works to connect local organizations, amplify digital inclusion efforts, and empower communities to achieve digital equity. CTIC provides organizational capacity and strategic coordination to sustain and grow these efforts, ensuring that coalition partners can integrate digital inclusion into their services.

CTIC extends its leadership beyond Carroll County as a founding member of the Maryland Digital Equity Coalition (MDEC). Working with partners across the state, CTIC contributes to policy discussions, funding strategies, and the development of statewide digital inclusion efforts.
CTIC plays an active role in the MDEC working group, ensuring that best practices, funding opportunities, and technical expertise are shared among organizations working to expand digital access and literacy. This collaboration strengthens Maryland’s approach to digital equity by:
- Aligning local efforts with state and federal digital inclusion initiatives.
- Leveraging resources to maximize impact across communities.
- Providing guidance and strategic support to organizations building digital equity programs.
