Our Journey

The Carroll Technology and Innovation Council (CTIC) has been advancing technology access, education, and innovation in Carroll County since 2001. Created by the Carroll County Chamber of Commerce, CTIC became an independent nonprofit in 2004 under the name Carroll Technology Council. In 2020, the Council adopted its current name to reflect a growing focus on innovation alongside technology.

What We Do

CTIC connects business leaders, technologists, and innovators to share ideas, tackle challenges, and collaborate on opportunities. We build relationships and offer services to develop local expertise, align resources with individual and industry needs, and cultivate a tech-savvy and community-focused network. 

We deliver programs that empower individuals to use technology to enhance their lives and careers. Thousands of computers have been distributed through initiatives like TechKids, TechWorks, and the Maryland Connected Devices Program. The Carroll Technology and Innovation Lab provides job seekers, veterans, and underserved populations with personalized coaching and credentialing opportunities, helping participants develop practical skills and confidence to navigate today’s digital world.

Our work extends beyond Carroll County. As the founding entity of the Maryland Apprenticeship Connector, we connect individuals and businesses with opportunities that align workforce needs with emerging trends. Through collaborative efforts like the Carroll Digital Equity Coalition and the Maryland Digital Equity Coalition, we create pathways for innovation and growth across human services and community development initiatives.

Working with our members to support local businesses, innovation opportunities, and pipeline solutions, we improve the area’s competitiveness and train local talent to meet evolving workforce needs. These efforts create opportunities for growth and collaboration that benefit the entire community.

Our members and partners support job seekers, older adults, and individuals in recovery in receiving devices, personalized coaching, and credentialing opportunities. Together, we strengthen the local workforce, nurture our community, and support individuals in applying technology to improve how they work and live.
